I've developed a PDF file and a laminated copy of excerpted rules for bicyclists and motorists after being abused as a pedestrian on the sidewalk by bicyclists and on the road while on my bicycle by motorists.
I thought about stopping the abusers and handing them a copy of the rules: Now I think that just may exacerbate the problems and cause me to be physically abused.
It seems that the Sebastopol Police Explorer group could consider "policing" the sidewalks occasionally and handing out the laminated cards to those who may benefit from the information.
I will make the laminated cards available as long as I have the necessary supplies

I ride an electric/pedal bike.
Motorists and bicyclists in my town of Sebastopol, CA have gone totally berserk: motorists will stare you down while opening doors rapidly, swerving into your path when you're far enough left to avoid the parked car doors, yelling at you yo "get on the sidewalk!" and generally refusing to look or signal their intentions.
Bicyclists are all over the map: wrong way riding, sidewalk speeding, diagonally swerving across the street while going the wrong way, failing to warn pedestrians in any manner when coming from behind and they never signal their intentions or stop at lights and stop signs.
